eBay is raising rates for its ESE Standard Envelope offering. When the cost of a USPS First Class postage stamp goes up from 73 cents to 78 cents on July 13, 2025 (for one ounce), the cost of an eBay Standard Envelope (and First Class Mail) will increase from 69 cents to 74 cents.
Sellers can also purchase shipping labels on eBay for other services including USPS Priority Mail, Priority Mail Express and Ground Advantage, and those rates are also rising on July 13th. In an announcement this week, eBay noted the USPS will also begin assessing a $4.00 fee for Nonstandard Characteristics when the rates change on July 13th, and announced:
“Also on July 13, you will be able to indicate if you are shipping an irregular package in both the listing and label purchase flows on eBay. If your package meets the criteria for USPS Nonstandard Characteristics, your displayed rate will include the appropriate fee.”
USPS Mail rates are rising an average of 7.4% in July, while USPS Shipping rates are rising depending on the service – Priority Mail, Ground Advantage, or Parcel Select. The percent increase of retail rates (purchased at the Post Office) are higher than commercial rates (purchased online).
Shipping rate changes are disruptive to postage suppliers and sellers, and the PRC is proposing limiting rate changes to once a year, as we recently reported.
eBay will update its shipping calculator on July 13th.
