    In a major shift toward platform-based procurement, the U.S. General Services Administration (GSA) has signed a landmark agreement with Amazon Web Services (AWS) that transforms how federal agencies buy, implement, and scale cloud technology.

    The deal is part of GSA’s OneGov initiative. It establishes AWS as a central B2B marketplace for cloud infrastructure and services across the federal government, with up to $1 billion savings it projects through 2028.

    The agreement doesn’t just offer discounted cloud services. It retools the way agencies modernize legacy IT systems and train their workforces. It also changes how they access emerging technologies like artificial intelligence and machine learning.

    How the GSA’s OneGov is using AWS

    Under the OneGov model, federal buyers can leverage AWS’s pre-negotiated marketplace terms, credits, and training programs without going through lengthy procurement cycles.

    Key elements of the AWS OneGov marketplace offering:

    • AWS credits to lower the upfront cost of cloud migration.
    • Modernization credits to replace aging, on-premises systems.
    • Training credits for upskilling federal IT staff on AWS technologies
    • Simplified contracts with volume-based pricing and faster onboarding

    “This agreement is a milestone in the government’s digital transformation efforts,” said AWS CEO Matt Garman. “We’re helping agencies achieve cost savings today while building the foundation for a more secure and innovative government.”

    GSA officials describe the deal as a strategic move to reduce redundant contracts, improve buying power, and foster interoperability across agencies. It also positions AWS not just as a vendor, but as a B2B platform powering a federal marketplace for digital services.

    The deal is expected to expand federal adoption of advanced tools such as generative AI, data analytics, and secure hybrid-cloud environments. According to GSA, it will also accelerate the rollout of public-facing digital services, including benefit applications, case management, and citizen support platforms.

    “This is about scaling innovation across government — not just cutting costs,” said a GSA spokesperson.

    The OneGov program is active immediately and runs through Dec. 31, 2028. Eligible federal civilian agencies can participate by executing a OneGov Program Agreement with AWS or through authorized AWS partners. AWS currently supports over 11,000 government organizations globally.
