If you own an electric car or want to purchase one soon, you’ll need to know what EV incentives exist to help defray costs. Many states offer rebates and tax deductions, like electricity rate discounts or bill credits, to make the transition to electric vehicles more attractive. These bonuses can also apply to plug-in hybrid electric vehicles (PHEVs), fuel-cell electric vehicles, electric motorcycles, and more.

Alabama
Alabama Power extends a discounted time-of-use rate if you lease or own an EV or plug-in hybrid.
Alaska
The Chugach Electric Association offers a $200 bill credit per residential charger. Each residence can claim up to two chargers.
Alaska Power and Telephone provides a $500 rebate for residential customers who own a new or used EV with a minimum 14-kilowatt (kW) battery.
Alaska Electric Light & Power gives a discounted time-of-use rate to residential customers who own or lease an EV with a minimum 16-kW battery.
Arizona
Arizona allows EV drivers and those in other alternative fuel vehicles to use the High Occupancy Vehicle (HOV) lane “regardless of the number of occupants.” Drivers must have an AFV (alternative fuel vehicle) license plate.
Arizona Public Service Company (APS) gives a discounted time-of-use rate to residential customers who own an EV. Residents enrolled in its Smart Charge Program are also eligible for a $25 enrollment credit and a $5 monthly participation incentive. APS also offers time-of-use charging rates. The enrollment cap is currently full, but APS maintains a waitlist for future signups.
The Salt River Project (SRP) extends a $250 rebate to customers who purchase Level 2 chargers. It also extends a $50 bill credit when you join its EV community and offers incentives to charge at certain times of the day.
Tucson Electric Power (TEP) provides a rebate of up to $500 to install a Level 2 EV charging station. The utility allows time-of-use discounts for EV charging.
Arkansas
Southwestern Electric Power Company gives residents a $250 rebate to install an ENERGY STAR-certified Level 2 EV charging station.
Carroll Electric Cooperative members can enroll in their Drive Free for a Year Program, which provides a monthly credit of $30 on their power bill to cover the cost of charging an EV. Drivers must apply within 45 days of purchasing or leasing their vehicle. Customers can also receive a $250 rebate for installing a new Level 2 charging station.
California
California offers many incentives, rebates, and rewards for driving electric, hydrogen, or hybrid vehicles. This list changes regularly. As of this writing, low-income residents may qualify for over $30,000 in federal- and state-issued rebates and incentives toward the purchase of a new EV through these initiatives:
Clean Vehicle Rebate Project
The Clean Vehicle Rebate Project (CVRP) is closed to new applications. CVRP provided rebates of up to $7,500 for new and leased zero-emission vehicles, including electric, plug-in hybrid electric, and fuel cell vehicles. The CVRP also offered a $750 rebate for zero-emission motorcycle purchases.
Clean Cars for All
The Clean Cars 4 All (CC4A) initiative provides incentives to help lower-income consumers living in priority populations replace their old, higher-polluting vehicles with newer, cleaner transportation. A new incentive program will be launched later this year.
California Air Resources Board
The California Air Resources Board (CARB) offers grants to EV buyers with qualifying incomes. Amounts vary, but electric vehicle owners can receive up to $7,500, and plug-in hybrid owners may be eligible for up to $7,000. Charging grants of up to $2,000 are available.

Alameda Municipal Power
Alameda Municipal Power (AMP) provides an all-electric vehicle rebate of up to $4,000 on a used EV priced below $40,000. The base incentive is $1,500, and qualified lower-income buyers may receive up to $6,000 in rebates. AMP also provides a $500 rebate to residential customers who purchase a Level 2 charging station and offers a time-of-use rate to customers who own or lease an EV.
Antelope Valley Air Quality Management District
Antelope Valley Air Quality Management District has an Alternative Fuel Vehicle Program that offers a maximum incentive of $500 to residents who purchase a new all-electric or plug-in hybrid vehicle from an Antelope Valley dealership.
Bay Area Air Quality Management District
The Bay Area Air Quality Management District runs a Clean Cars for All program for low-income residents. You may be able to redeem up to $10,000 when you retire a registered vehicle model year 2007 and older and replace it with a hybrid, plug-in hybrid, or battery-electric car. Applicants can also receive an additional bonus, up to $2,000, for installing a Level 2 home charging station or opt for a complimentary Level 2 portable charger (valued at up to $600).
Colton Electric Utility
EV owners in the Colton Electric Utility territory are eligible to receive a $1,000 rebate. Depending on annual income, customers can redeem a used electric vehicle rebate of up to $1,500.
Community Housing Development Corp
The Community Housing Development Corp. (CHDC) partnered with the California Air Resources Board to offer advanced technology vehicle financing incentives. It provides low-interest loans and up to $7,500 toward purchasing a new or used electric vehicle.
El Dorado Air Quality Management District
The El Dorado Air Quality Management District offers a $599 Drive Clean! incentive when you purchase or lease an EV eligible for DMV’s clean air vehicle decal. Visit the California Air Resources Board’s website for a complete list of eligible vehicles.
Glendale Water and Power
Glendale Water and Power (GWP) customers receive a monthly $12 bill credit as an incentive for charging their EV during off-peak hours.
Los Angeles Department of Water and Power
Los Angeles Department of Water and Power (LADWP) customers can obtain a Charge Up LA! incentive providing up to $1,500 when purchasing a qualifying pre-owned electric or hybrid vehicle. Low-income customers may qualify for a $4,000 rebate. Customers can also receive a rebate of up to $1,000 to purchase and install qualifying Level 2 EV charging stations. Low-income customers are eligible for an additional $500 rebate.
Marin Clean Energy
Marin Clean Energy provides qualifying low-income customers with a $3,500 instant rebate for purchasing or leasing a new EV or plug-in hybrid or $2,000 to lower the price of used EVs.
Pacific Gas and Electric
Pacific Gas and Electric (PG&E) gives residents a $500 rebate for installing a Level 2 charging station through their Empower EV program. Customers may also qualify for an additional $2,000 to help cover the costs of upgrading their electrical panel.
After purchasing a pre-owned electric vehicle, PG&E also gives residential customers with qualifying incomes up to $4,000 in rebates through its Drive Forward Electric program.
Pasadena Water and Power
The Pasadena Water and Power (PWP) electric vehicle incentive provides a rebate of up to $250 when purchasing a used EV or PHEV. An additional $250 is available when the purchase is from a Pasadena auto dealer. Lower-income residents may be eligible for an additional $1,000.
Peninsula Clean Energy
Peninsula Clean Energy and Peninsula Family Service offer the DriveForward Electric Incentive in partnership. This provides a $2,000 rebate to San Mateo County residents who purchase a used EV or used PHEV and meet the income requirements.
Plumas-Sierra Rural Electric Cooperative
Plumas-Sierra Rural Electric Cooperative gives a $500 electric vehicle rebate when you purchase or lease a new EV or PHEV and register it in Plumas, Lassen, Sierra, or Washoe County.
Redding Electric Utility
Redding Electric Utility (REU) provides a residential EV rebate program, giving income-qualifying customers a $3,000 voucher when they purchase or lease a qualifying new electric vehicle or PHEV from a participating dealership.
Riverside Public Utilities
The Riverside Public Utilities (RPU) gives a rebate of up to $1,000 when you purchase or lease a qualifying used battery electric or plug-in hybrid from a dealer after Jan. 1, 2023. Customers enrolled in RPU’s SHARE program can get an increased rebate of up to $2,500. Additionally, customers who install a Level 2 charger at home can qualify for a $500 plus a rate meter rebate of up to $805.
Roseville Electric
Roseville Electric income-qualified customers can receive a $400 rebate for Level 2 charger installation. Check program information for details.
Sacramento Municipal Utility District
The Sacramento Municipal Utility District (SMUD) provides a time-of-use rate when you charge your EV between midnight and 6 a.m. SMUD offers customers a rebate of up to $750 for EV charging equipment and installation costs.
San Joaquin Valley Air Pollution Control District
The San Joaquin Valley Air Pollution Control District (APCD) gives a rebate of up to $3,000 to Valley residents who purchase or lease a new electric car or $2,000 for a PHEV from the eligible vehicle list. Customers who meet income requirements may receive an additional incentive, up to $12,000, for replacing an older, high-polluting vehicle with a new, fully electric vehicle. The program received an overwhelming response and stopped accepting applications for the replacement program until it secures further funding.
Silicon Valley Power
Silicon Valley Power (SVP) gives a rebate of up to $3,500 for purchasing a PHEV or EV to residents who qualify based on their income. EVs are eligible for $1,500, and PHEVs are eligible for $1,000. Income-eligible customers receive a $1,000 bonus rebate. Vehicles with an MPGe of 117 or greater may receive a bonus rebate of $1,000. SVP also gives residential customers a $550 rebate for installing a Level 2 EV charging station with Wi-Fi capabilities. You may also be eligible to receive a $1,000 rebate to help cover the cost of upgrading your electrical panel to accommodate the Level 2 charger.
South Coast Air Quality Management District
South Coast Air Quality Management District offers a Replace Your Ride rebate of up to $12,000 for income-qualifying residents when replacing an older, high-polluting vehicle with a newer model or upgrading to a fully electric vehicle.
Southern California Edison
Southern California Edison’s pre-owned EV rebate of up to $4,000 applies to customers who purchase or lease a used EV from the list of eligible vehicles.
Turlock Irrigation District
Turlock Irrigation District offers an electric vehicle rebate of $500 for customers who purchase a qualifying new or used zero-emission, battery-electric vehicle. If enrolled in the CARES program, you can receive an additional $700 per vehicle, with a maximum of two electric vehicles per residential account.
California allows EV drivers to use the HOV carpool lane regardless of the number of occupants in the vehicle. You must apply for a “Clean Air Vehicle” sticker from the Department of Motor Vehicles.
Colorado
Colorado residents who buy or lease an electric vehicle or a light-duty electric truck are eligible for a tax credit of up to $5,000. Medium-duty and heavy-duty electric trucks are eligible for up to $12,000.
Through the Vehicle Exchange Colorado program, residents may be eligible for up to $6,000 toward purchasing a new EV or PHEV (or $4,000 for used models) when trading in an older, gas-powered car. This rebate is granted at the point of sale, but income and purchase price limits apply.
Black Hills Energy
Black Hills Energy residential customers can receive a $500 rebate for purchasing and installing a new Level 2 EV charging station. Low-income residents may also be eligible for an additional $1,300.
Gunnison County Electric Association
Gunnison County Electric Association (GCEA) members may borrow an EV for a test drive for up to seven days at no cost and with no mileage restrictions. For residential customers who install a Level 2 EV charging station, the GCEA offers rebates of up to $1,250 when members sign up for time-of-use rates.
Additionally, for purchasers of used electric cars, the program covers 25% off the purchase price up to $1,000. For qualified plug-in hybrids, customers can get 25% off the purchase price up to $500. Additional restrictions apply.
For electric motorcycles and electric bicycles, the program offers 25% off the purchase price up to $250 for new purchases.
Holy Cross Energy
Holy Cross Energy reimburses EV owners who install and join the Holy Cross EV Charger Distribution Flexibility Tariff up to $549 for a Level 2 charger. Members with two EVs are eligible for up to two charger rebates.
San Isabel Electric Association
San Isabel Electric Association (SIEA) offers time-of-use discounts and a $500 rebate for customers who purchase a qualified EV. SIEA also offers a rebate when you buy and install a Level 2 EV charging station. The amount will vary based on the charging station technology type.
Xcel Energy
Xcel Energy customers who meet the income requirements are eligible for a $5,500 rebate when drivers purchase or lease a new EV or $3,000 for a pre-owned EV. Earning a $50 bill credit for charging during off-peak hours is also possible. For Level 2 charger installation, eligible customers can save up to $500. Income-qualified customers can obtain a $1,300 rebate.
Connecticut
The Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR) provides a point-of-sale rebate for the “incremental cost” to purchase or lease an electric vehicle (EV), plug-in hybrid electric vehicle (PHEV), or hydrogen fuel cell electric vehicle (FCEV). The amount increases for income-qualified customers who purchase or lease a new or used car.

Eversource
Eversource offers residential customers up to $500 for purchasing and installing a qualifying Level 2 EV charging station. Customers can also apply for a $500 rebate for wiring upgrades needed for the home charger.
Norwich Public Utilities
Norwich Public Utilities gives a residential rebate when you purchase or lease a new or used EV and an additional incentive for installing a qualified residential EV charging station up to $1,000. Here’s the breakdown:
• New PHEV: Up to $1,000
• New electric car: Up to $1,500
• Used PHEV: Up to $500 for purchasing a used 2019 or newer plug-in hybrid
• Used electric car: Up to $1,000 for purchasing a 2019 or newer EV
United Illuminating
United Illuminating gives residential customers up to $1,000 in rebates for purchasing and installing a Level 2 EV charging station at home. You’re also eligible for an additional $100 when establishing a charging schedule and enrolling in its charging program.
Delaware
The Delaware Clean Transportation Incentive Program (DNREC) offers a rebate of up to $2,500 (depending on MSRP) when you purchase or lease a new electric vehicle. Plug-in hybrid electric vehicles are eligible for up to $1,000 in rebate. Vehicles purchased on or after May 1, 2023, may qualify for these rebates directly through participating dealerships.
Utility Delmarva Power gives a special time-of-use rate for residential consumers who own an EV.
Delaware Electric Cooperative provides a $100 bill credit rebate and a $5 monthly bill credit for customers who don’t charge their vehicles during peak hours.
District of Columbia
In Washington, D.C., a tax credit applies for 50% of the costs of installing a residential charging station. The maximum credit is $1,000. Additional incentives apply to other alternative fuel vehicles, up to $19,000 per vehicle. Some electric cars are also exempt from the excise tax typically collected on the original title certificate, and EVs are also eligible for reduced registration fees. Florida
Duke Energy
Duke Energy gives a monthly $10 bill credit to residential customers who charge their electric vehicle with a Level 2 charging station during off-peak hours.
Jacksonville Electric Authority
The Jacksonville Electric Authority gives residential customers a rebate of up to $300 when they upgrade their home electrical system to support an EV charging station. Enrolled customers receive a $7 monthly credit per EV for charging during off-peak hours.
Kissimmee Utility Authority
The Kissimmee Utility Authority gives a $100 rebate for EV purchasers and another of the same amount for those installing Level 2 chargers at home.
Orlando Utilities Commission
The Orlando Utilities Commission (OUC) offers a $200 rebate for residential customers who purchase or lease a new electric vehicle. Anyone taking an electric car test drive can get a $50 rebate.
Georgia
Cobb EMC will provide eligible members a $250 incentive after purchasing and installing an ENERGY STAR-certified Level 2 EV charging station. Members must be single-family homeowners and enroll in the electric membership cooperative’s energy efficiency initiative. Specific rate plans provide up to 400 kWh of free energy when charging EVs overnight.
Georgia Power customers can get a time-of-use rate for state residents who own and charge an EV at home. To qualify, you must own a smart charger that can meter the charger usage separately. The power utility also gives customers up to a $200 rebate for buying and installing a Level 2 EV charger.
Hawaii
Hawaiian Electric Company provides a lower rate for customers charging at specific times of day. This rate applies to Oahu, Molokai, Maui, and Hawaii Island customers.
Smart Charge Hawaii offers discounts to Hawaiian Electric customers buying a smart charging station and provides a $150 incentive for connecting an eligible EV to the platform.
Idaho
In Idaho, electric vehicles, hybrid electric vehicles, and plug-in hybrid electric vehicles are exempt from state-required maintenance programs and motor vehicle inspections.
Illinois
The Illinois Environmental Protection Agency (IEPA) extends a rebate to eligible residents who purchase or lease a new or pre-owned electric vehicle. Vehicles purchased between July 1, 2022, and June 30, 2026, can qualify for a $4,000 rebate. Vehicles purchased between July 1, 2026, and June 30, 2027, are eligible for a $2,000 rebate. The Rebate on or after July 1, 2028, drops to $1,000. The IEPA also offers a $1,500 rebate to residents who purchase a new electric motorcycle after July 1, 2022. Applicants only qualify for one Rebate in 10 years, and the rebate amount cannot exceed the cost of the vehicle.
Ameren Illinois offers a time-of-use rate for residential customers who own or lease an electric vehicle.
Indiana
Indiana Michigan Power customers can obtain a $500 rebate for signing up for the utility’s off-peak EV charging program with a new or existing Level 2 charger.
Applied Energy Services (AES) customers who purchase Level 2 equipment may be eligible for a $250 rebate plus an additional $50 per year for participating in the AES-managed charging program.
Duke Energy offers flat-rate rental Level 2 charging stations to residential customers. It also provides up to $200 in annual incentives to residential customers who charge their EVs at off-peak times.
Iowa
The Iowa Association of Electric Cooperatives (IAEC) offers rebates to residents who purchase and install a qualifying Level 2 charging station. Visit their website for a complete list of participating local cooperatives.
Kansas
In Kansas, EVs and other alternative fuel vehicles can qualify for tax credits of up to $2,400 per qualified vehicle from the Kansas Department of Revenue.
Evergy offers customers up to $500 toward the cost of an approved 240-volt outlet or a hardwired home charging station.
Kentucky
State governing entities and local utility providers do not offer any rebates or incentives for Kentucky residents who purchase or lease an electric vehicle.
Louisiana
Entergy/eTech offers customers a $250 rebate for installing Level 2 EV chargers at home. A $100 bonus applies if the customer enrolls in the time-of-use discount program.
Southwestern Electric Power Company (SWEPCO) gives residents a $250 rebate for installing an ENERGY STAR-certified Level 2 EV charging station.
Maine
Maine residents can receive a rebate of up to $2,000 when they purchase or lease a new electric vehicle or up to $1,000 for a plug-in hybrid electric vehicle. The state offers enhanced incentives of up to $7,500 for a new EV and $3,000 for a PHEV. Used vehicle incentives for qualified low-income residents amount to $2,500 for an EV or PHEV. A time-of-use program offers a $50 annual incentive to EV owners who charge during off-peak times.
Maryland
After July 1, 2023, Maryland residents who purchase a qualified electric vehicle or fuel cell electric vehicle can receive an excise tax credit of up to $3,000. The vehicle’s purchase price cannot exceed $50,000 and cannot be modified from the original manufacturer’s specifications.
The Maryland Energy Administration also gives up to $700 rebates to residents who install a qualified EV charging station.
Potomac Edison
Customers of Potomac Edison customers save 2 cents per kilowatt-hour through the EV Driven Off-Peak Rewards Program. This applies to EV charging during off-peak hours.
Baltimore Gas and Electric Company
Residential customers of Baltimore Gas and Electric Company get a time-of-use rate for residential customers who purchase or lease an electric vehicle. To qualify, you must own a Level 2 EV charging station that tracks EV charging data separately.
Massachusetts
The Massachusetts Department of Energy Resources provides up to $3,500 in rebates to residents who purchase or lease electric and fuel cell electric vehicles. Income-qualifying owners can receive an additional $1,500.
Braintree Electric Light Department (BELD) offers a $8 monthly bill credit to customers who charge their EVs during off-peak hours and a $250 discount for purchasing a qualified Level 2 charging station.
Eversource offers a monthly $10 discount to residents who charge their electric vehicle during off-peak hours.
National Grid gives up to $1,400 in rebates to residents who install a Level 2 EV charging station at home. Additional rebates are available for those enrolled in their low-income electricity rate. You must be enrolled in their off-peak charging program to qualify. National Grid also gives rebates to customers who pause their EV charging during “peak demand events.” Residents are eligible for an immediate $50 enrollment incentive and an average of $100 annually.
Shrewsbury Electric and Cable Operations (SELCO) gives a $1,000 rebate to residential customers who purchase a new or used EV, $800 for leasing a new EV, and $400 for buying a new or used PHEV. Incentive amounts are based on income and battery size qualifications. SELCO offers residential customers a rebate of up to $700 for the purchase and installation of a qualified Level 2 charging station.
Michigan
Consumers Energy
Customers of Consumers Energy can qualify for a $500 rebate to install a Level 2 EV charging station at home. The utility also offers a $10 discount for overnight EV charging.
Indiana Michigan Power
Indiana Michigan Power customers can get a $500 rebate for signing up for the utility’s off-peak EV charging program with a new or existing Level 2 charger.
DTE Energy
DTE Energy provides a $500 Charging Forward Rebate for customers who buy or lease an electric vehicle, install a qualified Level 2 charger, and enroll in the discounted time-of-use program.
Holland Board of Public Works
The Holland Board of Public Works gives a $300 rebate for residential customers who install a Level 2 charger and sign up for the off-peak rate program.
Lansing Board of Water and Light
Lansing Board of Water and Light offers time-of-use rates for Michigan residents who sign up for the program, plus a $1,000 rebate toward installing a Level 2 electric car charger.
Great Lakes Energy
Great Lakes Energy gives an $800 rebate to residential customers for purchasing a networked Level 2 electric vehicle charging station and an additional $500 for purchasing or leasing a new EV.
Presque Isle Electric & Gas Co-Op
Presque Isle Electric & Gas Co-Op (PIEG) provides a $1,500 rebate for a new electric vehicle and $750 for a pre-owned EV. It also gives residential customers a $600 rebate for purchasing and installing an ENERGY STAR-certified Level 2 charging station.
Minnesota
If you drive an electric vehicle in Minnesota, you can get a one-time E-ZPass account credit for us in E-ZPass Minnesota toll lanes. The incentive of up to $250 is for new EVs and PHEVs ($125 for pre-owned) purchased or leased between Nov. 1, 2019, and Oct. 31, 2025.
The Minnesota Department of Commerce offers up to $2,500 rebates to residents who purchase or lease new or pre-owned fully electric vehicles or plug-in hybrids and up to $600 for pre-owned EVs and PHEVs.
Minnesota Power
Minnesota Power offers residents a time-of-use rate for charging an EV on a separate sub-metered circuit. Customers enrolled in this special rate are also eligible for a $500 rebate when they purchase and install a Level 2 charging station.
Otter Tail Power
Otter Tail provides a $500 rebate when you install a Level 2 EV charging station and discounts for using electricity at certain times of the day.
Lake Region Electric Cooperative
Lake Region Electric Cooperative offers rebates of up to $500 when you install a Level 2 charger at home and usage discounts for specific times of the day.
Xcel Energy
Xcel Energy provides time-of-use discounts for customers with EVs.
Great River Energy
Great River Energy provides a time-of-use discount and a rebate of up to $500 for the project cost of installing a Level 2 charger at home. They also offer rebates when you purchase or lease a Level 2 EV charger.
Runestone Electric Association
Runestone Electric offers up to $500 for installing a Level 2 EV charging station, plus time-of-use incentives.
Connexus Energy
Connexus Energy allows a rebate of up to 50% of the total project cost of a Level 2 EV charger installation or $500 (whichever is less) with meter socket installation. The rebate is $100 for a qualifying Level 2 PHEV charger with meter socket installation. Must be enrolled in a time-of-day or off-peak electric vehicle rate.
Dakota Electric Association
Dakota Electric Association gives time-of-use incentives plus up to $500 for installing a Level 2 charger at home.
Mississippi
Mississippi Power provides up to $1,250 rebates for buying a new EV or $1,000 for leasing one. Used electric car owners can also get a $750 rebate on vehicles costing more than $10,000. Missouri
Evergy offers customers a $500 rebate when they purchase and install a Level 2 EV charging station. Evergy also provides a time-of-use rate.
Kirkwood Electric offers residential customers a $300 rebate for installing a Level 2 EV charging station. The rebate is limited to one per year per location.
Montana
State governing entities and local utility providers do not offer any rebates or incentives for Montana residents who purchase or lease an electric vehicle.
Nebraska
Nebraska Public Power District (NPPD) and Southern Public Power District (SPPD) offer residential customers who install a qualified Level 2 charging station a $500 rebate.
NPPD and SPPD give an additional $400 rebate to help cover the pre-wiring costs of installing a new EV charging station.
Nevada
NV Energy provides a time-of-use rate to residential customers who own or lease EVs.
New Hampshire
New Hampshire Electric Co-op (NHEC) offers customers a $300 charger incentive for up to two installations per household. Members with existing Level 2 EV chargers can qualify for the $300 rebate if they sign up for off-peak charging. A discounted time-of-use rate also applies to residential NHEC customers who own or lease an EV.
New Jersey
New Jersey provides a sales and use tax exemption for new and leased zero-emission vehicles, including electric and plug-in electric cars.
The Charge Up New Jersey Program offers a rebate at the point of sale to New Jersey residents who purchase or lease new, zero-emission vehicles, including EVs and plug-in hybrids. The amount varies based on the EV’s price and its battery range as rated by the EPA. The incentives can be up to $4,000. Residents may apply for a $250 rebate for purchasing a Level 2 charger through the program.
PSE&G gives a bill credit of up to $1,500 toward upgrading customer-side assets behind the electric meter for installing a Level 2 EV charger. The company also allows an offset of up to $5,000 for pole-to-meter utility service upgrades if any costs are associated with upgrading service to the property to support the new electric load. PSE&G also offers off-peak charging discounts to customers who own an EV.
Atlantic City Electric offers residential customers rebates of up to $1,000 for installing a Level 2 EV charging station and provides a time-of-use rate to residential customers who own or lease EVs.
New Mexico
Powering New Mexico offers a $500 credit when customers install Level 2 EV charging stations and up to $1,500 for installation assistance. Income-eligible customers receive up to a $750 rebate for purchasing a charger, plus up to $3,500 to offset the cost of installation.
El Paso Electric (EPE) offers customers discounted rates for charging their EVs during off-peak times.
Xcel Energy offers a $500 rebate for dedicated electrical circuits for your Level 2 charger and an annual $50 credit for residents who charge an EV during off-peak times. For customers who prefer renting, Xcel Energy will install and maintain a charger for a $12 monthly fee. Customers meeting income guidelines may qualify for a $2,500 enhanced rebate for purchasing and installing a charger.
EPE and Xcel Energy also offer time-of-use rates for residents charging an EV at home.
New York
When you purchase or lease an eligible new EV, a point-of-sale rebate of up to $2,000 is available through the New York State Energy Research and Development Authority.
Central Hudson Gas & Electric
Central Hudson offers discounts for those who charge their EVs during particular times of the day.
ConEdison
If you own an EV or plug-in hybrid electric car, the SmartCharge New York Program offers a $25 3-month bonus for each EV or charging station. The three months do not have to be consecutive. They also provide an additional $35 monthly incentive when you charge during summer off-peak times. A special rate is also offered for those charging during off-peak times throughout the rest of the year.
Orange & Rockland Utilities
O&R customers can receive discounted electricity rates for off-peak charging.
National Grid
National Grid offers a time-of-use rate for residents who lease or own an electric vehicle.
North Carolina
Piedmont Electric Membership Corp.
Piedmont Electric has a time-of-use rate for members who lease or own an EV. It also offers a $50 rebate in the form of bill credits.
Cape Hatteras Electric Co-op
Cape Hatteras Electric Co-op provides a $100 bill credit when you install a Level 2 EV charging station. It offers discounted time-of-use electricity rates for off-peak charging.
Randolph Electric Membership Corp.
Randolph Electric Membership Corp. provides 3-tiered time-of-use rates to residential customers with electric cars. Customers can become members of the ElecTel Cooperative Federal Credit Union and qualify for low-rate loans for electric vehicles.
Roanoke Electric Cooperative
Roanoke Electric Cooperative provides a time-of-use discounted rate for residents who own or lease an EV. Members are also eligible for a new home charging station professionally installed at no cost.
Duke Energy
Duke Energy will provide a one-time credit up to $1,117 per charger toward the costs of preparing your home for an EV charger. It offers a $10 monthly bill credit to residential customers who use a Level 2 home charger during off-peak hours.
Surry-Yadkin Membership Corp.
Surry-Yadkin gives customers a $500 rebate when they purchase and install a home charger.
North Dakota
State governing authorities and local utility service providers do not offer rebates or incentives for North Dakota residents who purchase or lease an electric vehicle.
Ohio
Firelands Electric Cooperative gives a $250 rebate to existing members who purchase and install a Level 2 EV charging station.
Oklahoma
Oklahoma Electric Cooperative offers a $300 rebate to residents who own an electric vehicle. To qualify, customers must have a Level 2 EV charging station and charge during off-peak hours.
Public Service Company of Oklahoma provides customers up to $250 when they install an ENERGY STAR-certified Level 2 EV charging station.
Oregon
Charge Ahead Rebate
The Charge Ahead Rebate program from Oregon’s Department of Environmental Quality provides low- and moderate-income households with $5000 for the purchase or lease of a used battery electric or plug-in hybrid electric vehicle and up to $7,500 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle. To receive the rebate, qualified residents must purchase or lease eligible vehicles from participating dealerships or manufacturers after May 22, 2025.
Clean Vehicle Rebate Program
The Oregon Clean Vehicle Rebate Program offers rebates in various amounts, starting at $750 for zero-emission motorcycles and rising to $2,500 for electric cars. Residents must purchase or lease eligible vehicles from participating dealerships or manufacturers after May 22, 2025.
Ashland Electric
Ashland Electric offers up to $1,000 to customers who purchase or lease all-electric vehicles from qualified dealerships or manufacturers.
Central Electric Co-op
Central Electric offers customers up to $50 for EVs registered in the co-op’s territory and $150 for the purchase and installation of a Level 2 home charger.
Central Lincoln
Central Lincoln customers can get a $250 rebate when they purchase and install a Level 2 charging station.
Consumers Power Inc.
Consumers Power Inc. gives customers a $400 instant rebate to install a qualifying EV charging station.
Douglas Electric Cooperative
Douglas Electric Cooperative members who own or lease an EV registered at their service address can apply for a $250 rebate for the purchase of a programmable Level 2 home charger.
Emerald People’s Utility District
Emerald People’s Utility District offers up to $200 in cash rebates when you install a qualifying Level 2 charger at home.
Eugene Water & Electric Board
Eugene Water & Electric Board provides customers with up to $500 in rebates for installing a qualified Level 2 charging station.
Hermiston Energy Services
Hermiston Energy Services customers can receive a $200 rebate for installing a qualifying Level 2 home charger.
Lane Electric Cooperative
Lane Electric Cooperative offers its members a $500 rebate for installing a qualifying Level 2 home charger.
Pacific Power
Pacific Power income-qualified residential customers can receive up to $1,500 to purchase and install a new Level 2 EV charging station.
Portland General Electric
Portland General Electric offers customers $300 (up to $1,000 for income-qualified customers) to purchase, install, and use a qualifying Level 2 home EV charger.
Springfield Utility Board
Springfield Utility Board customers can receive up to $500 for purchasing and installing a qualifying Level 2 charger at home.
Tillamook PUD
Tillamook PUD offers a $250 rebate to its customers who purchase and install a Level 2 EV charger at home.
Umatilla Electric Cooperative
Umatilla Electric Cooperative customers can receive a $200 rebate for purchasing a qualifying Level 2 EV charger.
Pennsylvania
Pennsylvania Department of Environmental Protection provides residents rebates up to $2,000 on new or pre-owned hydrogen fuel-cell, electric, plug-in hybrid, and other alternative fuel vehicles. Low-income residents can qualify for additional savings.
PECO offers a $50 rebate to Pennsylvania residents who purchase a qualifying new electric vehicle. The utility provides discounts to customers charging during specific times of the day.
Duquesne Light Company gives a one-time $50 bill credit to residents who purchase or lease an EV.
Rhode Island
Rhode Island’s DRIVE EV program allows residents to apply for rebates of up to $1,500 for those who buy or lease a new EV and up to $1,000 for plug-in hybrid. The program also offers up to $1,000 for a used fully electric car and $750 for a used PHEV. Additional rebates of up to $1,500 are based on income eligibility. The PowerUpRI program also offers up to a $700 rebate or 50% of the cost to purchase a Level 2 charger and install it with necessary electrical upgrades. Income-qualified residents may be eligible for up to a $1,000 rebate or 75% of the purchase and installation cost.
South Carolina
Santee Cooper provides a rebate of up to $250 when customers purchase a qualified Level 2 EV charging station.
South Dakota
Black Hills Energy offers up to $500 for customers installing an EV charger from a list of approved vendors.
Tennessee
Chattanooga’s Electric Power Board offers a $50 rebate to customers for installing a qualified Level 2 home charging station and discounted time-of-use electricity rates for off-peak charging.
Texas
Texas Emissions Reduction Program
The Texas Emissions Reduction Program ended its Rebate of up to $2,500 for electric and plug-in hybrid vehicles. The limited program exceeded its available funds.
CPS Energy
CPS Energy gives a $250 bill credit to residents who install a Level 2 charging station and permits CPS Energy to make remote adjustments during high demand. You may also qualify for a $125 bill credit if you agree to charge your EV during off-peak hours. Additionally, they offer an extra $10 bill credit each month if you limit charging during peak hours to only twice monthly. Some CPS Energy customers may qualify for a flat electricity rate of $96 annually per EV.
Denton Municipal Electric
Denton Municipal Electric offers a $1,500 rebate to DME customers who purchase an electric vehicle or PHEV and charge it during off-peak hours.
Southwestern Electric Power Company
Southwestern Electric Power Company residential customers can get a $250 rebate when they install an ENERGY STAR-certified Level 2 charging station.
Entergy
Entergy customers receive incentives for purchasing an EV and a Level 2 charging station. The Rebate amounts to $250.
Austin Energy and United Cooperative Services
Austin Energy and United Cooperative Services provide a rebate of 50% of the cost of up to $1,200 to purchase and install a Level 2 EV charging station. Customers can qualify for more breaks when they sign up for and use the “beat the peak” rates.
United Cooperative Services
United Cooperative Services (UCS) gives residential customers a rebate totaling 50% of the cost up to $500 to install a new Level 2 EV charging station.
Utah
Rocky Mountain Power offers residents cash rebates for installing electric vehicle charging stations. Rebates can cover up to 75% of charger costs up to $200 for purchasing a Level 2 EV charger. They also offer a time-of-use charging rate.
Vermont
The Drive Electric Vermont program offers incentives of 25% of the upfront cost of a used high-efficiency vehicle to low-income and moderate-income qualifying residents, up to $5,000. The program also provides up to $4,000 in incentives for state residents who buy or lease a new car. Amounts vary according to the type of vehicle purchased and your tax filing status.
Vermont’s Replace Your Ride program offers a limited-time incentive program to consumers for the scrapping and replacement of their old internal combustion engine (ICE) vehicle with a new or used eligible plug-in hybrid vehicle. The incentive pool is available to eligible Vermont residents on a first-come, first-served basis contingent upon funding availability.
Burlington Electric Department
Burlington Electric Department (BED) provides customers a $2,300 rebate on purchasing or leasing a new electric vehicle or $2,000 toward a plug-in hybrid vehicle. An additional $700 is available for moderate-income customers buying an EV or $300 for a PHEV. For used EVs or PHEVs, Burlington customers can also obtain a $1,300 rebate. An additional $200 is available for moderate-income customers. Customers can also get rebates on a qualifying home charger if they join the Residential EV Rate program. Electric motorcycle buyers may qualify for a $500 rebate.
BED also offers low- or no-interest loans to residential customers looking to purchase a pre-owned electric vehicle.
Green Mountain Power
Green Mountain Power gives residential customers a rebate of $2,200 when they purchase a new all-electric vehicle and $1,000 when purchasing a new plug-in hybrid electric vehicle. The rebate for a used EV is $1,500, and $750 for a used PHEV. Income-eligible customers receive an additional $1,000. Green Mountain also offers customers a free Level 2 EV charging station when buying a new or pre-owned PHEV or a $750 rebate when purchasing their Level 2 EV charging station.
Stowe Electric
Stowe Electric provides a $750 rebate when you purchase a new EV or PHEV. Used EVs and PHEVs qualify for $500 and $375, respectively. Income-qualified customers may receive an additional $500 incentive.
Vermont Electric Co-op
Vermont Electric Co-op offers a $250 bill credit for members who purchase a new PHEV and a $500 credit for a new EV. Members who lease a new EV or PHEV qualify for a respective $100 and $50 annual bill credit each year of the lease. Income-qualified customers may receive an additional $500 incentive. Vermont Electric provides $250 to customers purchasing qualified Level 2 electric car chargers.
Vermont Public Power Supply Authority
Vermont Public Power member customers can receive a $1,250 rebate for the purchase of an all-electric vehicle and $500 for the purchase of a plug-in hybrid. The incentive for used EVs and PHEVs is $500 and $250, respectively. Income-qualifying customers may receive an additional $400.
Virginia
Dominion Energy gives residents an annual $40 payment for enrolling in the Demand Response program. They will also install and maintain Level 2 residential charging stations for a fixed monthly rate.
Appalachian Power Company offers a time-of-use rate for residents who own an electric vehicle. For residents to qualify, their meters must capture EV usage separately. Residents can also receive a rebate for purchasing a Level 2 ENERGY STAR-certified charging station.
Washington
In Washington, from Aug. 1, 2023, through July 31, 2025, residents pay no sales tax on the first $15,000 of qualified new EV purchases. Used electric vehicle purchasers can qualify for and pay no tax between Aug. 1, 2019 – July 31, 2025, on cars priced up to $16,000.
The Washington State Department of Commerce’s EV Instant Rebates Program focuses on supporting low-income residents and offers $2,500 to $9,000 off at the time of purchase or lease.
Pacific Power
Pacific Power offers a time-of-use rate for charging your electric vehicle.
Tacoma Public Utility
Tacoma Public Utility gives residential customers a $400 bill credit rebate for installing a Level 2 EV charging station, $400 to install a smart splitter, and a $400 bill credit for installing a 240-volt outlet with a $600 maximum bill credit. Restrictions apply.
Clark Public Utilities
Based on eligibility, Clark Public Utilities offers a rebate when you purchase and install a Level 2 EV charging station for up to $500. CPU provides a $100 discount for other chargers or related equipment. CPU also offers an additional rebate of up to $2,000 for low-income residents who purchase a used electric vehicle. Restrictions apply.
Snohomish Public Utility District
The Snohomish Public Utility District provides a $350 rebate when you purchase and install a qualified Level 2 EV charging station.
West Virginia
Appalachian Power gives residents a $500 rebate for purchasing and installing an ENERGY STAR-certified Level 2 charging station through the Charge Forward program. The utility also extends a time-of-use rate for residents who meter their EV charging stations separately.
Wisconsin
Chippewa Valley Electric Cooperative
Chippewa Valley Electric provides $400 rebates for residential customers installing a Level 2 EV charging station.
Clark Electric Cooperative
Clark Electric offers residential rebates of up to $800 for customers installing a Level 2 EV charging station or a smart charging station with a meter.
East Central Energy
East Central Energy gives a $500 rebate to install a Level 2 charger on either the time-of-use rate or off-peak.
Madison Gas and Electric
Madison Gas and Electric offers a time-of-use rate for EV owners. The electric utility also provides customers with a free installation and EV charger at home for a monthly rental fee of about $20.
Pierce Pepin Cooperative Services
Pierce Pepin Cooperative gives residential rebates of up to $800 for installing a Level 2 EV charging station.
Price Electric Cooperative
Price Electric Cooperative provides up to $500 for installing a Level 2 EV charging station.
Riverland Energy Cooperative
Riverland Energy allows customers to purchase certain Level 2 charging stations and receive up to an $800 rebate.
Wyoming
Black Hills Energy offers a $500 rebate to residential customers who purchase and install a Level 2 charging station.
